Campag derailleur ?

It fits into some (but not all) chain stay eyelets. On newer
frames, it's not necessary. On pretty old frames (ie, my
1971 Raleigh), it doesn't work, either.

Once upon a time, long time ago, in a galaxy far, far
away...

Well, used to be that the cable stop for the rear der was a
small brazed on loop that this 50% step down ferrule was
used for. Still used on some steel framesets but most have
gone to a 5mm split stop, like those on the top tube for the
brake housing.
