somone could expalin cadence to me i.e. 15x13 15x12 does this
mean the ammount of teeth on a cog front and back ???

Yes. 51 on the front and 12 on the back. You can use this to describe how big a gear is. 51 x 12 being bigger than 42 x 12. Sometimes you'll also see 12-24 and that refers to the range of gears on the rear block.
