Building a Roval wheel

OK, Roval wheels are not real common these days but I have some to work
on.

My question is, in what order should the brass washer and nylon spacer
be assembled under the nipple?

I have 2 wheels and one has the order one way, the other wheel is
assembled the opposite way.

One of them HAS to be correct, right? :)

Thanks.

Lewis.

The one I have is assembled with the plastic against the rim and the
brass against the nut.
