i have an older steel frame and i want to strip it down to the metal and apply some sort of clear coat anyone have any sugestions on how i could go about this.

You could kill a bunch of time and more brain cells messing around with chemical strippers, but it's probably going to be easier to take it to a shop and have it sand blasted. Find someone who does a lot of work with prepping and painting motorcycles. They're used to working with tube frames and should know exactly what you need.
