I do. Mostly just to keep a grip when my hands are sweaty, but it seems like there's a little vibration damping as well.

Depends. Some brands of bars have a slightly textured paint finish that feels OK without gloves or tape. With smooth finish bars, I tape a small portion or the aerobar as well as the extensions of the cowhorns to improve grip with wet/sweaty hands as I usually do not wear gloves when racing tris or TTs. The few grams of weight for a few inches of bar tape is negligible.
