This is how I solved the problem for my Y-frame full suspension dirt bike,
which also lacks a top tube. I welded a seatpost to a piece of stel tubing,
to form a "7." To put the bike on te rack, I removed the seat, replaced it
with the "7," and hung it by that. Obviously, the horizontal part of the
"7" had to be long enough to reach across both bars of the rack.

I have also seen an accessory "top tube" which can be clamped between the
seat tube and the head tube.

Not a dumb question if the problem has never arisen for you before. Whole
page of "bike frame adapters" below. They are handy for any bike with a
sloping top tube whether MTB, BMX or lady's step thru.

On many rack models, just slip one of the arms under the downtube or top
tube(s) in the front, the other under the seatstays behind the seat
tube. There's no rule your wife's bike has to sit dead level on the rack.

On racks whose bulky feature-laden arms won't fit in those small spaces,
get a "frame adapter" $20 to $30 which clamps across from stem to
seatpost as an ersatz top tube.

Can't you persuade your wife to get a "real" bike, with a horizontal -
or nearly-so - top tube? All the gals I ride with have them....

Of course, these gals all throw their bikes into the back of a Jeep, the
back of an Explorer, the trunk of an Accord, or the back seat of a
3-series BMW (really, one does that - I'm appalled!).
