I purchased a bicycle pump with a locking lever. I know it is supposed to lock on to the valve - but it don't seem to grasp the valve. This lever can move 90 degrees. Is it supposed to lock when you lift the lever - or do you lift the lever, then put it on the valve and press the lever back down ?

When the lever is angled at 90 degrees, compared to the valve, it should be locked.
