barracuda mountain bike

Hi everyone ive just joined to ask for some advice on a barracuda mountain bike i ride a raleigh airlite 300 which ive changed alot of parts of it myself and its made it alot lighter indeed and smoother, the barracude mountain bike the headset or should i say the forks are wobbling a little bit its an integrated headset and the silver top cup goes over the bottom one to cover the bearing cup then the four spacers go on then the handlebars and then the top cap with the allen key bolt and then the allen key bolts tighten at the side of the handlebars the question im asking advice for is does anyone know how this should be tightened up theres no damage to the headset and i havent a clue how to fix it i would appreciate it very much if anyknows how this is done i dont think the headset needs replacing as far as i know thank you and il be eager to wait for replys to this cheers.
