Look has one. They might be a good idea if you are experimenting with your position. They are heavier than a normal stem.
Ideally bike shops would have one to let their customers find their desired stem extension and angle. Once that is decided on the stem could be replaced with a normal stem. I cannot think of a reason to use an adjustable stem on a long term basis.
