Are ALL Campy front brifters double/triple compatible?

Yep, Ergoshifters are double and triple FD compatible.

Were early 7-speed and 8-speed Campy brifters less universal?

No such thing as a Campagnolo 7s 'brifter' and yes, from the first day
of ERGO they can shift a double or triple FD.
