That statement means the produce was actually grown in the USA. If a company
is merely a distributor and puts their USA address on the product, the
country of origin must be nearby on the label and at least the same size as
that address.

The phrases "imported from" and "product of" have different meanings also.
"Imported from" does not indicate the product was made or grown there, it
merely means it was shipped from there.

Isn't that document:

1) Behind the times, written during the comment period and before the rules
were finalized

2) Written from the perspective of the Canadian government such that they
consider the proposed American rules to be protectionist against Canadian
products?

I consider it to be a propaganda piece that doesn't reflect all the concerns
Americans have on the issue. Today people are even more concerned based on
the tainted food ingredients imported from China. A person should have a
right to know where something comes from so they can assesss the potential
risks. This is especially true when it has become very clear that the FDA
and USDA are not able to protect the imported food supply (and perhaps not
even the domestic supply for that matter).
