This is usually cause by not freeing the valve pin of the
Presta valve after unscrewing the seal nut. In that state
far more than 200psi are required to make the valve open.
Such high pressures ruin pressure gauges whose range is
exceeded. When I allowed bikies to pump up their tires with
my floor pumps, about five to six gauges were ruined.

There is a tool called a gauge set that is a tiny wheel
puller to pull off the needle to re-install it in the zero
position. This is only a partial repair because the gauge
is damaged.

My favorite gauge is by Rainbird except that it has a 1/4NPT
instead of
