For those with braze-on front derailleurs, is the front or the rear of
the cage closest to the large chainring? In my experience the front of
the cage should contact first, since that's where Shimano stick that
little transparent 2mm gap measuring thingy, but on the frame I've just
had back from the builders, the rear of the cage is the first to scrape.
As there is no elevation adjustment on a front mech, I suspect the
hanger has been brazed on non-parallel to the seat tube. The mech (a
Shimano 1057 triple) is designed for, and is being used with, a 52T big
ring.
If it's been cocked up then it's incredibly annoying, since the fork has
already been sent back for having the wrong steerer length and for the
dropouts no longer being 100mm apart. If the frame has to go back
that's another respray and another 5 weeks (unless they pull their
fingers out).
I won't name the builder, but they are very well respected. In fact,
looking at a frame they did for me 2 years ago, the front mech on that
one is also slightly skewed upwards. I don't believe it throws a chain
any more than it did with a clamp-on mech though.
A couple of photos here (sorry, taking flash pictures of shiny objects
is a nightmare). One suggests the hanger is out of parallel, the other
shows how the mech cage is decidedly non-concentric with the teeth of
the big ring.

The reason for having braze-on hangers with the respray is that I've had
terrible problems with clamp-on mechs slipping and gouging the seat
tube. The cable tension on some of the modern ones is so high that I
had to practically strip the clamp bolt to get it to hold.
