It would work fine, just as well as soaking a clean chain in oil.

The chain still has to be cleaned enough that the oil isn't carrying grit *into* the chain. After
that, merely soaking the chain in oil will accomplish the same goal.
In my opinion, while it most likely does what it advertises, this is of no additional benefit over
conventional methods.
