Yes, right, they might as well give Lance the prize now.
Are you serious? There are 3 weeks to go with two ITT's, one TTT, three
uphill finishes and plenty of opportunities for breakaways. It is
possible, albeit very, very unlikely that this 15 second difference will
be enough. However, Jan & others still could win this and Lance could
crash or have a bad day...
