IMO, that is very light for a 57cm steel frame ...

I would say that in the past, a GOOD double-butted steel frame weighed between 4' 10" to 5' 0".

A lesser steel frame would weigh from 5' 0" to 5' 4", or more.

If you've got the budget, you can certainly build a steel bike in the weight range you've indicated ... you'll need a lot of over-priced, weight-weenie components AND some ultra-light wheels.

Several years ago, someone I knew built a WATERFORD which weighed 16 lbs., ready to ride, with a TRIPLE crankset & BROOKS B17 saddle & porky DA 7703 shifters! I don't know the frame size, but it would be the equivalent to a 58cm, or slightly larger.

damn! I never knew steel frames could be built up to be such lightweights. How much of that has to do with ultra light wheels though? i'm guessing a good portion of the build budget is going into some carbon wheels? yes?

I have seen 18-19lb steel bikes over the years.

My steel dinosaur is a whopping 24lbs! That's with the Texas Racing air in the tubes.......

FYI. The 16 pound WATERFORD (that's the weight he claimed ... I had no reason to doubt it ... I did pick it up ... it was VERY LIGHT) with the porky B17 saddle & porky 7703 shifters (yes, the crank was a triple) had an 11-22 DA cassette, Tune hubs, Zero Gravity brake calipers ... I don't recall the rest of the particulars -- probably Nokon cable housing, etc.

A Colnago Master X-Lite with porky Shimano Ultegra 6503 (yes, a triple crank, again) stuff weighs less than 20 lbs; so, with Campagnolo shifters & a Double crankset the Master X-Lite would probably weigh about 19 lbs.
