Depends on the bike.

If you are very lucky, you might just be able to adjust your brakes to make it work. On many bikes a set of long reach calipers will allow you to make the switch. Some bikes already hve so much clearance for the 27" wheels and tires that you may not be able to make it work.

There is a good chance that you will have to rework either your rear hub or frame to make everything fit also.

I think that your best bet would be to borrow a wheelset for a trial fit. That way you'll know what you are going to be up against before you start spending money on an old bike.

No. The rims are different diameters.

Agree with Retro on the possibility of wheel swap. 700c are slightly smaller diameter and if you have enough reach on the brakes, you should be able to move the brake pads down a few millimeters to make it work. If not, there are dropped center bolts available to modify current model short-reach brakes to make them reach lower down from the fork/brake bridge to fit older frames.

You can generally use the same tubes on 27" and 700c wheels, but the TIRES are not interchangeable.

And if it turns out you can't make the switch for one of the reasons cited above - there are still lots of quality 27" rims and tires available.
