25.8mm handlebars fit 25.4mm stem?

Certainly old Cinelli 26.4 bars could usually be persuaded to fit 26.0
stems if you were careful (but not usually 26.0 bars in 26.4 stems
without a shim). I used to remove the pinch bolt and lever the sides
apart with a cold chisel or big screwdriver to make some room for the
thicker bars, but not too much or you could weaken the stem or make it
hard to re-fit the pinch bolt.

Yes, it will ift ! Think about it. Just how small is 0.4mm??? The
flex in the material will more than compensate for it.

..4mm is quite large when you have two curved surfaces you want to come in
contact with each other with as much surface area as possible. The stem
has a two part bar clamp so they'll be at least 4 contact points.
